In the gleaning of the Horoscope the accuracy of the Birth Data is of the most paramount of importance. Name, Date, Time (First Breath), Place, Race and Gender of the native constitutes the Birth Data.
The Birth Time and the Longitude and Latitude Coordinates are the two items one may commonly fine tune to get more accurate readings, especially in the Predictive Technique.

"Time"
As the Earth rotates on it's axis the Horoscope also known as the Rising Sign or Ascendant advances approximately a degree every four minutes, a Sign or Constellation (thirty degrees) every two hours and through all twelve Constellations (three-hundred and sixty degrees) every twenty four hours.
The affect of this axial rotation or the progression of time in its affect on Astrology is akin to penalties in a football game. Sometimes penalties makes very little difference in the outcome of the game, other times it decides the whole game. To find birth times in the USA try contacting the Bureau of Vital Statistics in the county or state of birth (see the Birth Certificate State Links page). Specially request the TIME OF BIRTH or often they will send a little identification card one could use to get a drivers license with no time on it. A fee is usually charged for a birth certificate copy. Law in America has required recording birth times since just after the turn of the twentieth century. Other countries vary in how they conduct business.
The true Time of Birth is the moment of ones first breath of life. Many times untrained personnel inaccurately record the time of this moment.
Do they record clock time, standard time, daylight savings time, wartime, local mean time or what?
Often the time is estimated or rounded off to the closest five or fifteen minutes. When the birth time on the document is an even hour, quarter hour, or an even five minutes the birth data is highly suspect. There are only twelve even five minute moments an hour out of 360 minutes.
The odds are against being born on the exact five minute mark much less on the even hour. People are born at 7:02:13 AM PDST and such rather than 7:05 am as a rule of thumb.
Mothers as a rule are one of the worst sources of accurate birth times, they were busy.
When the time of birth is unknown use Noon for the date of birth.
To record an accurate birth data the author recommends a video recorder that shows the correct time of the first breath. Be sure to note what kind of time is being recorded. Standard, daylight savings time et cetera.
"Longitude and Latitude"
The date and place of birth are usually known. There are occasions when one is born at sea or in a primitive area where the accurate date or place is unknown. Most often it is clear that one is born in some town on a given date.
Attempts to Rectify the time of birth are greatly hindered if not useless without very accurate Longitude and Latitude Coordinates.
Each mile on the ground amounts to approximately one minute on the horoscope or on the Angles of the Horoscope the Ascendant and Mid-Heaven. This correction varies with terrestrial latitude.

For all practical purposes there are three basic levels of research accuracy for obtaining longitude and latitude coordinates, basic, intermediate and advanced.
Book coordinates for the town are the most basic and are what is included in a regular Horoscope. Address coordinates (at least in America) from computer programs (intermediate). Interpolating United States Geographical Survey Quadrangle Maps (Advanced).
The most common Astrological Longitude and Latitude coordinate source gives it's self-a four-minute error margin for the main Post Office of the town. This built in error margin plus a minute a mile error for each mile the hospital room one is born in is from the main Post Office constitutes the Longitude and Latitude error of approximately a minute a mile on the Rising Sign of ones Horoscope in most cases. Coordinates for most towns in the world are available. In America the main library in most metropolises will give one coordinates for most any town in the world and has USGS maps one may use.

The author remembers a case in New York City where the actual Longitude and Latitude was twenty miles (or twenty minutes of arc on the Ascendant) from the coordinates given in the book for New York City. In a case scenario wherein one is clocking the transit of ones Secondary Progressed Pluto to ones Natal Ascendant (Death??) one would only be off by twenty years.
There are some computer programs and Internet sites that will locate Longitude and latitude coordinates at varying accuracy. Microsoft Streets and Trips for example will yield a longitude and latitude coordinate for any street address in most towns of America. This level of accuracy would probably give Angles to the correct minute. This general modus operandi is the intermediate coordinate technique. One must include the street address for the location of where the hospital (or building) was at the time of birth. They do move them about occasionally.

"The Advanced Coordinate Research"
Longitude and Latitude coordinates in America may be found to an accuracy of a fifth place decimal of a second (fifty feet, the width of a pencil line) from United States Geographical Survey Maps at your local library. To give an idea of the scale of the USGS maps. The map section of the Quadrangle Map in my hand is 22.5" long x 19" and rated a mile to equal 5.25".
The way we do it about the shop is; first call the hospital and get them to send you a marked floor plan map of where in the hospital the delivery room was and the location of the hospital (street address and cross-streets) at the date of birth. Sometimes one may have to talk with an old timer to get the correct information.
To extract the data from a map requires a good T-square at least a couple of feet long, a accurate ruler that shows at least 32nd of an inch and a sharp pencil. One can eyeball a 64th from a 32nd inch ruler.
The USGS Quadrangle Maps have a longitude and latitude coordinates marked on them.

First find the location of the desired coordinate. True the T-square up on the edge of the map paper and across the location on the map of the desired coordinate (the building etc.). Mark the closest edge of the map with the pencil where the straight edge of the T-square crosses the map edge and the desired coordinate for both the longitude and latitude.
Accurately measure the distance between the "Given Map Coordinates" on either side of the "Pencil Mark" for the desired location.
Accurately measure the distance from the "Baseline" or smaller given map coordinate to the "Pencil Line".
The basic formula concept of ratio proportion interpolation or percent (all right you guys cut out that brain lock this stuff is simple).

In this example the Travel To = the distance from the Baseline to the Pencil Line. The Overall Travel = the distance between the two Given Coordinates on the USGS Quadrangle Map on either side of the Pencil Line. Travel To divided by Overall Travel = Inc %. The Scale at hand is the Arc between the Given Coordinates on the map. Inc % times the Scale = Inc. Inc plus Baseline (lowest given map coordinate) equal Answer (the longitude or latitude coordinate).

The .88295" is the decimal of total seconds of arc Inc correction. Basically it is easier to do Arc math in total seconds. Degree x 60 + minutes x 60 + seconds = total seconds. Coming back from total seconds to arc = total whole seconds divide by 60 = whole minutes and a decimal for seconds. Decimal of minutes x 60 + decimal left over from whole seconds = total seconds. Whole minutes divide by 60 = whole degrees and a decimal of whole Minutes. Decimal of whole degrees x 60 = whole minutes
All modern day astrological math uses this same basic modus operandi as one is just interpolating between given figures in a book, Planet motion verses time of day and such. Arc into time and time to arc is real common.
Once upon a time, it was the year of the blue snow snowed so hard ya couldn't tell the sky from the ground, remember it well. The patient was born in a farmhouse out in the middle of nowhere and we got an accurate coordinate for the farmhouse she was born in. Had she been born in the tool shed we could have gotten that too as it the barn and all were on the USGS Map.
